Stage 1

Investment Planning and Mobilization Capacity

Planning NDC-, NAP-, and LT-LEDS-aligned investments and implementing climate objectives depends on robust institutional capacities and expertise, efficient coordination, stakeholder engagement, and the successful integration of climate priorities into broader development and investment planning processes. This Stage is often iterative and is expected to evolve in parallel with other stages.

Stage 1 aims to secure the institutional capacities and structures necessary for effective climate investment planning, resource mobilization, the implementation of climate objectives and MRV systems to track and evaluate impact, informing continuous improvement, and the mainstreaming of climate priorities.

Outcome

Strengthened implementation capacity and institutional arrangements enable effective climate investment planning, resource mobilization, and the successful execution of climate objectives.

Types of support

The following describes potential support needs related to Stage 1 of the Framework.

  • Design and implementation of interministerial coordination mechanisms.
  • Capacities of key ministries such as ministry of finance or ministry of environment are created or strengthened.
  • Establish systems to track financial flows, enabling monitoring, reporting, and efficient financial management.
  • Central Bank capacities for climate risk and stress testing, taxonomy and disclosure, roadmaps, and sustainable investments strengthened.
  • Develop and implement key stakeholder engagement mechanisms that account for diverse interests, objectives, backgrounds, and motivations.
  • Enhance planning and implementation capacities by embedding advisors in key ministries.
  • Devise and implement MRV systems to track progress, adjust implementation trajectories, and ensure impact.
