Identifying and Prioritizing Investment Needs

Countries may need to develop additional evidence and analysis to translate high-level objectives into more concrete, prioritized measures with sufficient specificity and rigor to attract finance.

Developing these measures will help countries analyze financing needs, structure investments, and identify potential funders or investors. It will also help countries focus their investment planning on system-level transformation rather than on isolated investments, putting the country on a path to meet its climate targets. The targeted outcome of this stage is to use the information in NDCs, NAPs, and LT-LEDS, together with further evidence and analysis, to identify a prioritized set of mitigation and adaptation investment needs.

Outcome

Enhanced climate and development impact through the use of analytical and prioritization tools that combine NDCs, NAPs, and LT-LEDS, with additional evidence and analysis, to prioritize investments.

Types of support

The following describes potential support needs related to Stage 2 of the Framework.

  • Prioritize investments based on greenhouse gas emission projections to inform climate impact assessments and mitigation strategies.
  • Identify exposure, sensitivity, and adaptive capacity to climate hazards, helping inform risk reduction, resilience-building strategies, and climate investment planning.
  • Undertake cost-benefit analyses to translate climate change risks and opportunities into economic and financial terms to inform decision making processes.
  • Estimate the financial requirements of climate actions, helping prioritize investments, allocate resources efficiently, and assess the feasibility of mitigation and adaptation strategies.
